Hazardous Materials Requirements

Statement of problem:
The DTE laboratory has a specialized coal prep room which contains coal processing equipment. The room was classified as H-2 occupancy with explosion relief wall and all electrical within the room is class 2 div 2.

During inspections by City of Detroit, the mechanical inspector stated that we had to provide a hazardous materials report in accordance with building code section 414.1.3. The code section requirements are shown at right.

Neither the Owner, Design team, or CCC realized this report had to be created. CCC intended to use our engineer of record for compiling this report, but the inspector stated that he had to approve the qualified person and provided a contact for a 3rd party consultant (Ino-tek). The code supports his statement.

CCC was forced to carry the cost of the consultant to compile the report. This delayed final certificate of occupancy and added cost to project that was not anticipated.
