STATEMENT OF PROBLEM:
For this project, there were existing walls which had wall paper covering on them. The demolition contractor's scope included the removal of the wall paper, however, their scope was not detailed as to the extent of removing the wall paper, which led to most of the backing being left on the existing gypsum board.
CCC's scope was to prep and finish the walls to a level 5 finish prior to paint by others. When CCC identified that the wall paper backing was left on the wall, the GC, DeMaria, agreed to change order for CCC to remove and skim coat the walls. Simultaneously, a pricing exercise was done to remove the existing gypsum board and replaced it, however, that was determined to be more costly, and so the skim coating process was agreed upon.

COURSE OF ACTION:
During the early efforts of removing the wall paper backing and preparing the existing gypsum board with the lacquer, the Taper/Finishers were finding that the moisture was penetrating the gypsum board paper and "bubbling" it further. This would result in the same steps having to be repeated until the "bubbling" no longer happened. Additionally, after the steps of the lacquer and prep, when the skim coating was applied, the same "bubbling" condition would arise, and the bad areas had to be cut out and the steps reapplied.
Over the course of performing these steps, CCC felt we had a firm understanding of the number of times we would need to perform these steps, and the GC and Owner (Colliers/DEA) asked that we finalize a Change Order proposal, as their funding was diminishing.
As CCC's Taper/Finishers continued to other floors and areas of the building, some of the areas identified to be even more problematic, which consequently eroded the change order funding and added more cost to CCC.
LESSON FOR FUTURE PROJECTS:
After seeing how difficult it was to prep, lacquer and skim coat the existing walls, CCC felt we were too far into the process to stop, and reevaluate the cost to remove the existing board entirely and replace and finish it with new board.
