  STATEMENT OF PROBLEM
Problem was identifying all stakeholders at beginning of project.  Problems or input was sometimes too late, and was delivered to project team after starting construction. Some cases issues were brought up after construction completion by an unnamed party.  Other problem is the GM Reviews only approach instead of "owner acceptance" approach.

None

LESSON LEARNED
Need to commit to plan at beginning of project on who is responsible for contract design and all stakeholders. Also who will be the parties involved in final acceptance. Who will punch out the building?
