STATEMENT OF PROBLEM Throughout the job there were critical submittals CCC needed prompt reply on in order to complete work per the schedule. Submittals that were delayed (in this case most notably structural steel submittals) caused schedule delays for CCC in ordering materials/completing the work. While many submittals were expedited or returned on time based on communications beteen CCC / IBI, there were many that took 3 weeks+ to get approved. At the beginning of the job CCC, IBI, and GM agreed to a specific submittal review process at design kickoff meeting. The review time was to be 1 week from received date, and CCC would submit to both GM and IBI at the same time so they could review simultaneously. If IBI did not receive comments from GM within the one week, then IBI would return the submittal based on their review. COURSE OF ACTION Submittal review had to be pushed on a case-by-case basis for critical path items. Some issues with submittals should have been caught by EOR before returning and had to be corrected after the fact. LESSON LEARNED 1) A more robust submittal review process needs to be established at the front end between CCC and the EOR, based on the project schedule. This process and turnaround time needs to be agreed to between GM / CCC / AE and part of the AE''''s final scope. 2) The EOR needs to communicate more with the GM Engineers to promote conversation and verify intent in the design. 3) A discussion needs to be held at the front end with the GM engineers to verify what submittals they want to review and which ones they do not care to review. |
