Project had a unique schedule where the main work was not to take place until 10 months after contract award. The majority of that time was for planning the work to be completed. We never intended on having a full time CCC staff member on site during this planning stage, and ran a majority of the project remotely. Not having a dedicated full time presence on the project site from start to finish impacted the project.
