Statement of Problem:
Self-perform work costs were well managed in an open-book format with the Owner, but the mech/elec systems costs escalated greatly without sufficient warning for proper reaction with DTE purchasing.
This issue was compounded by the owner''s scope not being adequately defined at bid time. The DTE team required for mechanical and electrical systems outside of the accepted bid conditions when they directed the team to pursue Labs 21 principles for a highly efficient lab building.
