Title: LG CHEM - Outdoor Chiller Plant Rigging

STATEMENT OF PROBLEM:

1.) Layout - CCC requested a layout referencing datums, we made this clarification a requirement in our proposal letter, EQUANS said we did not need a layout and told us the first module (Pumping Skid) had to be placed and could only be placed where the openings in the module and the stub ups came out of the ground.
2.) Module Deliveries - This did not hurt us much - But they were trying to cramming deliveries down our throat because the modules were fabricated so late, and they were trying to dictate what would be delivered when
3.) It was found that the Shims provided by Systecon for install were not adequate
4.) Rental Chiller & fencing was placed in the location the 450 Ton Crane was supposed to sit
5.) Was not a problem on this job but could have been due to fencing not being moved or rental chiller
6.) There was a drawing showing anchors being set when the concrete was poured. Systecon recommended sliding the modules together which would not allow for the anchors to be pre installed.
7.) We were scrambling to have the bearing capacity of the soil verified

 

COURSE OF ACTION:

1.) CCC did as directed. We later found out that the Concrete/Utilities were not placed according to the same layout that the piping drawings were working off of with the trestle. In turn, CCC had to remobilize and move the pumping skid over again. The Customer picked it up as an extra. Later in Phase II there was still a problem with the layout that required extensive rework to the Piping within the modular skids, the module walls where the piping exited,  as well as modifications to the module floors to allow the columns to fit & stub ups. 
2.) We said we'd safely set as many as we were able in a alloted time period but we only committed to what we included in our clarification letter, and if any trucks were turned down till the following day we were not responsible for the cost. We also put the initial delivery schedule + sequence together to set the beat for the job. And in our estimate we carried clarification on the time frame, days of the week, & quantity of modules we planned to set.
3.) We ordered flat stock 1/2" & 1/4" and shimmed the modules with that material. We got confirmation from the customer this would be adequate.
4.) Have the customer move it to a different location on someone else's dime.
5.) Customer considered pushing the deliveries of the modules a week. Systecon explained the permits were already pulled and to reschedule would add 3 weeks.
6.) Customer paid us to procure the grout, & anchors, and install after the fact. (Be sure to get confirmation on the anchor/grout specs before ordering, they told us to order the wrong stuff initially. 
7.) Get it done

 

LESSON FOR FUTURE PROJECTS:

1.) Stick to your guns and demand a layout. Explain the impacts with even a few degrees in skew over the coarse of 100'. It creates problems down stream! Verify layouts are married.
2.) Clarify how many modules you are planning to unload per day, clarify that we dictate the delivery schedule of the materials so that do not try to charge you for sitting trucks.
3.) Confirm prior to mobilization shimming requirements (We did) & ask for specifics on the shims to be provided. Also, get specifications on the shimming, you do not want to shim the wrong spacing and have flex in the module and have pipes burst.
4.) We clarified out pick distances with the 500 Ton Crane and the 100 Ton Crane in our proposal and we over communicated our crane pad location as early as possible so no one could say they did not know. We also clarified material was quoted to be picked and set into final location.
5.) Make sure there is not a delay because of CCC
6.) Note the above 7.) Drive home this requirement early so it does not become a problem
