STATEMENT OF PROBLEM:
For this project the design build engineer of record (OHM) did not provide a formal written quote for their services. Instead they completed the GLWA cost breakdown form and prepared the technical work plan/proposal alongside CCC.
So we did not have clear scope definition from OHM for their general administration work (project management, duration, meetings, submittals, construction administration, etc)
This became an issue later in the project when OHM sought additional compensation for additional submittal reviews and meetings beyond what they carried in base bid.
ROOT CAUSE:
Did not ensure that AE submitted a written proposal with detailed scope.
COURSE OF ACTION:
We worked with OHM to resolve the additional costs caused by incompetant vendor (Siemens) thru mechanical sub. Our avenue was to backcharge the mechanical sub for the additional engineering costs.
LESSON FOR FUTURE PROJECTS:
For D/B projects, make sure that in the proposal phase that the AE provide a clear design proposal with all scope clarifications.
