GM Pontiac Incorporation of Scope From Bid-time Addendums and Q&A

  STATEMENT OF PROBLEM
Throughout the project there was a consistent issue where CCC/IBI failed to reference the bid-time addendum Q&A for final scope direction on design items which were not clear in the RFPS. The two major items which were not followed per the Q&A were:
1) OH door design in blank receiving for interlock sequence, traffic lights, sensors, loops, etc.
2) The siding wall between blank receiving and press bay. Q&A answered for this siding to match the exterior siding. IBI designed the siding as a regular corrugated metal siding (non-insulated). This was not brought up in design and so consequently it was brought up after the metal siding wall had been installed and painted.

COURSE OF ACTION
CCC painted the metal siding to match the color of the insulated metal panel.

LESSONS LEARNED
1) For future D/B projects, CCC and the EOR must first take into account and incorporate into the design, all of the RFPS and addendum scope requirements BEFORE issuing construction drawings.
2) May be beneficial for GM to incorporate the RFPS and all addendums/Q&A into one PDF file at bid time.
